Un modèle philanthropique axé sur le développement communautaire serait-il en train de renforcer les politiques coloniales plutôt que d'offrir des bénéfices économiques équitables? Cette étude analyse les transcriptions de vingt webinaires publics sur la philanthropie et la Loi sur les Indiens et évalue les 54 fondations communautaires établis au Manitoba, Canada. Ces 54 fondations servent seulement les villes et municipalités des colons-il n'y en a pas une seule dans les communautés autochtones. Comme elles ne desservent que leurs régions géographiques spécifiques, les fondations communautaires au Manitoba concentrent la richesse dans les villes et municipalités dominées par les colons, accaparant des ressources qui pourraient aider les communautés autochtones. This research analyzes the transcripts of 20 public webinars on philanthropy and the Indian Act and maps the 54 community foundations in Manitoba, Canada. All 54 community foundations in Manitoba service only settler-dominated cities and municipalities, with none on Native communities. As community foundations serve only their specific geographical areas, the community foundations in Manitoba effectively concentrate wealth in settler-dominated cities and municipalities, taking away needed resources from Native communities. In excluding the poorest communities in Manitoba, this philanthropic model further entrenches marginalization, poverty, and health risks for Native people on Native communities.

Struggles for economic justice have historically centered around the fight for jobs and higher wages, but universal basic income (UBI) seeks to distribute wealth outside of labor by giving every citizen an unconditional and universal minimum income. This paper critically assesses the policy ofUBI and asks what ought to be taken into consideration and addressed before the first practical implementation ofUBI on a broad scale. Three issues are outlined: UBI in relation to histories of oppression and the danger of a neoliberal universal basic income;UBI and the issues of citizenship, border imperialism, and social solidarity;and how UBI could affect the carceral system and the incarcerated. The essay argues that UBI runs the risk of reproducing precarity and inequality if not crafted with the needs of marginalized communities in mind and theorizes what a socially just UBI might look like if it was designed to confront these challenges.

In the context of the global COVID-19 pandemic, the fast and equitable distribution of effective vaccines worldwide is one of the challenges faced by international institutions in charge, as global equity in vaccine supply has not yet been achieved. Our paper explains the current state of ethical research on equity in global COVID-19 vaccine allocation, focusing on the COVAX Facility established by the WHO, acting as the global vaccine distributor. The article presents a detailed analysis of the first year of COVAX allocation in 2021 identifying problematic aspects of its allocation framework regarding the implementation of COVAX's fundamental allocation principles. We argue that the COVAX Facility has developed a proper concept to deal with global vaccine allocation—but to address uncovered defaults, we introduce the ‘Prioritized Distribution of Equal Shares' model—a both ethical and practically feasible alternative allocation framework to protect the value of human lives in both high- and low-income countries through fair and fast global vaccine distribution in health emergencies. Nonetheless, we argue that the COVAX Facility remains the main organization to provide equitable access to vaccines. Yet, the global community has to consider further aspects such as patent protection, vaccine production and the lack of power of global structures to address the inequities that have arisen. Since new wars and further crises have arisen, a shift in public global attention endangers the processing of COVID-19-related issues. That is why now more than ever extensive efforts to achieve vaccine equity are needed.

The combination of growth-enhancing and fiscally prudent policies will redress the damage COVID has done to federal fiscal capacity, and provide more resources Canadians will need to address an ageing population, climate change and the energy transition, subsequent pandemics, and challenges we do not yet foresee. The Main Estimates for the 2023/24 fiscal year will follow Public Sector Accounting Standards, and will appear before the start of the fiscal year, after appropriate vetting by the Treasury Board. Notwithstanding the federal government's rhetorical emphasis on global warming as an existential threat that requires costly curtailments of fossil fuel production and consumption, the purported economic costs of warming do not figure in its projections, nor do the fiscal costs of adapting and fixing the damage. The response to global warming is likely to be a drag on economic growth (Canadian Climate Institute 2022).

[...]vaccination allowed for a reduction in many preventative public health measures that disrupted the social and economic lives of Canadians. [...]vaccine procurement and administration costs were some $3.7 billion, while the direct savings associated with averted cases and hospitalizations were an estimated $3.3 billion to $5.8 billion, resulting in a net cost-benefit estimate of-$0.4 billion to $2.1 billion, without considering the benefits of saved lives. While comprehensive analysis of the indirect effects of vaccination is beyond the scope of this study, we model the macroeconomic effect of delayed access to vaccines with different lockdown strategies (uniform or differentiated by age group). While this study does not include these indirect effects in the cost-benefit analysis of the public health impact of vaccinations on the broader economy, they represent large and significant positive impacts.

SLMMS has served as a conduit for providing information to its members and the St. Louis physician community, dedicating publication space to public health responses, summarizing the impact on physician practices, and creating an online resource page.

To attract more digital talent and to make immigration a tool for capturing opportunities in the digital economy, the federal and provincial governments should reform immigration programs to increase the admission of immigrants with prior study-permit-holder status and retain international students, particularly in STEM fields;ensure that the combined temporary and permanent immigration programs sufficiently increase the supply of newcomers with digital skills and that skilled immigrants receive the tailored support they need to integrate successfully into the labour market;and reduce the underemployment of skilled immigrants through greater efforts to bolster language skills and address barriers to the recognition of foreign credentials and experience. To develop digital talent, governments at all levels, according to their responsibilities, should take a holistic approach, including: * reforming the education system, ensuring availability of resources and training options for teachers to implement modernized curricula;* increasing STEM enrolment and graduation numbers by raising students' performance in STEM subjects, closing the STEM gender divide by better helping students to make study and career choices and encouraging under-represented groups to continue their education in STEM fields by identifying and addressing their particular needs;* working with educational institutions to develop and expand digital skills learning, artificial intelligence (AI) and data science courses and programs;* increasing high-quality work experience options such as work-integrated learning (WIL) opportunities and expanding co-op programs in the information and communications technology (ICT) sector;* investing in micro-credential/certification programs that are paired with work placement for youth not in education, employment or training;* investing in upskilling and reskilling the existing workforce;and, * preventing brain drain and retaining new graduates. According to the "scar theory," past unemployment can lead to long-term poor labour-market outcomes in terms of an increased incidence of unemployment in the future, and employment in lower quality and lower paying jobs. To support youth during the recovery and alleviate potential negative long-term effects, Canadian governments (at all levels) need to ensure that young Canadians are equipped with relevant skills, support them to make up for learning losses and consider targeted labour market programs and policies that help encourage greater participation and ease the transition into employment and better jobs for young Canadians who still face difficulties finding employment. On December 2, 2020, Lance Strate, who was at the time President of the New York Society for General Semantics (NYSGS), convened a virtual session in place of the monthly sessions he had coordinated, until the time of COVID-19, at The Players Club in New York City. One of the unforeseen benefits of holding virtual sessions during COVID times was that local organizations like the NYSGS were able to spread their net much wider in terms of both presenter-participants and audience. For this particular occasion, Lance invited a group ofjazz composer-musicians from Chicago and the San Francisco Bay area who he discovered while surveilling the Internet for mentions of general semantics. The group, the Geof Bradfield/Ben Goldberg/Dana Hall Trio, had just released, in September 2020, an album entitled General Semantics (Delmark DE5035 ©2020 Delmark Records LLC). The driving question of the session was of course: "Why General Semantics as a title for your album?" The following is an edited transcript of the conversation that took place on that evening.

Institute staff members are subject to a strict conflict of interest policy. While some of the municipalities we look at released their results late, and we have reservations about below-the-line adjustments that can cloud understanding of the municipality's fiscal capacity we generally award high scores for these municipalities' financial statements. In most cities, simple questions such as how much the government plans to spend, how its plans compare with its current activities and what its plans imply for its capacity to deliver future services are impossible for non-experts to answer. [...]many municipal budgets understate the size of city operations, omit key activities and exaggerate the costs of capital projects. [...]the big price tags in cash-based capital budgets likely bias councillors against investing in some long-life infrastructure and induce them to raise too much money up front to finance the projects they do undertake.

Two-thirds of OECD countries provide cash benefits to family caregivers, cash-for-care allowances for recipients or periods of paid leave for informal caregivers. The German LTC system prioritizes cost containment through a combination of enabling seniors to live independently for as long as possible, emphasizing the role of informal care alongside formal health and homecare and treating institutional inpatient care as a last resort. Clearly, efficient use of existing human and physical resources, along with significant investments in LTC and home and community care will be required to meet the needs of Canadian seniors.1 Increasing staffing ratios, investing in technology and improving coordination are other pieces of the puzzle.
